Mr. Block has practiced in the area of real property taxation and assessment in New York City for over forty years. Early in his legal career, he served as Chief Counsel and legal advisor to the New York City Tax Commission where he analyzed and interpreted all federal, state, and city legislation regarding real property taxation. During his tenure, he recommended and drafted proposed commission legislation, drafted all formal legal documents, reviewed and analyzed all legal papers prepared by the Office of Corporation Counsel for their legal sufficiency and accuracy, and acted as a hearing officer on applications for correction for tentative assessed valuation.

In 1981 he was appointed Assistant Commissioner for Real Property Assessments and in 1984 he was promoted to Deputy Commissioner for Real Property Assessments for the New York City Department of Finance where he was responsible for the publication of real estate assessment rolls with an aggregate value in excess of 117 billion dollars. While there, he established and adjusted assessment policy, drafted numerous pieces of State and City legislation including the legislation that led to the creation of the Industrial and Commercial Incentive Program (ICIP), and co-authored its rules and regulations as well as the legislation that imposed the requirement that all property owners file income and expense statements with the Department of Finance so that the Department would have accurate income and expense data in setting tentative assessments. In addition, he acted as Chief Counsel in defending tentative assessments before the New York City Tax Commission.

Mr. Block has been in private practice for the last thirty years. He concentrates his practice in the area of real property tax assessment reductions and exemption from real property taxation. He has written numerous articles and legal opinions, and writes a periodic newsletter on issues involving real property tax and procedures in New York City.
